i am from pakistan and i mostly playing in your server, from 20 to 30 days i m not able to connect with your gaming server "cs.iptcom.net:27015" OR with "212.9.224.163:27015".
i m also not able to access this website "http://cs.iptcom.net/forum" but i can access it via proxy websites without any issue. but today when i open this website with adding www subdomain than i can able to visit this website with address "http://www.cs.iptcom.net/forum/"
i already try to connect CS with this subdomain like "www.cs.iptcom.net:27015" but its not connecting. i contacted with my ISP and they said its blocking issue from Gaming server side, contact with gaming server admin.
kindly check this issue.

They either incompetent or just lie to you, your own traces shows that quite clear.

The host 6 or 5 doesn't know how to route traffic to game server so you get no connection. Both of them are within your provider's network, so this is problem on his side.
Also, back trace to your host dies somewhere after New York, so it looks like that your provider also do some strange things on his own network announcements, but you need someone more familiar with bgp to say what is exactly wrong
